URGENT CALL TO RESOLVE PASSPORT ISSUANCE DEADLOCKS FOR LONG-DISTANCE TRUCK DRIVERS AND SAFEGUARD NAMIBIASOUTH AFRICA TRADE
Administrative bottlenecks and rigid passport renewal policies at the Ministry of Home Affairs, Immigration, Safety and Security are dealing a costly blow to Namibia’s logistics sector and cross-border commerce.
Long-distance truck drivers cross international borders daily, filling passport pages rapidly. Current guidelines requiring drivers to wait until page 40 is stamped before applying for a new passport force vehicles to ground for up to a week while awaiting renewals. Unnecessary delays in supply chains raise business costs, drive up consumer prices, and directly harm driver’s livelihoods.
The border posts between Namibia and South Africa represent our most important commercial corridors. To ensure the uninterrupted flow of goods and protect our logistics sector, the IPC urges the Ministry to implement immediate administrative solutions:
Fast-Track Processing: Establish emergency processing windows for commercial cross-border drivers.
Expanded Passports: Issue high-page-count passports specifically designed for frequent travellers.
Flexible Renewal Thresholds: Allow drivers to initiate renewal procedures before their travel documents are fully exhausted.
Bilateral Engagement: Establish formal MOUs with South African counterparts to synchronise digital tracking and streamline border management.
