Protecting the Vulnerable: Why Namibia Needs Urgent Law Enforcement Reform

A constitutional democracy is measured by how it treats its most vulnerable citizens. The IPC expresses its deepest condolences and solidarity with the grieving family of the 39-year-old mental health patient who tragically lost his life during a psychiatric crisis in Otjiwarongo. A citizen in acute psychological distress requires professional de-escalation, care, and medical intervention, not lethal force.

True safety means that every Namibian should feel protected in the presence of law enforcement. To restore public trust and strengthen the rule of law, the IPC is advocating for specialised crisis-intervention training within NAMPOL and the establishment of a fully independent, civilian-led Police Complaints Authority. We believe in a governance model that prioritises human dignity, accountability, and the protection of every single life.
