DEMAND FOR THE IMMEDIATE RECUSAL OF EXECUTIVE DIRECTOR OF MINISTRY OF WORKS AND TRANSPORT FROM THE NEGOTIATION AND PLANNING OF NAMIBIA’S NEW NATIONAL AIRLINE

The Independent Patriots for Change (IPC) firmly demands the immediate recusal and removal of the Executive Director of the Ministry of Works and Transport from all committees, negotiation panels, and strategic planning bodies concerning Namibia Air. Placing an official previously implicated in severe financial and governance irregularities at the helm of a new state carrier poses an unacceptable risk to public funds.

As documented in the independent Deloitte Forensic Investigation into Air Namibia, the Executive Director served as the General Manager for Technical and Operations and was repeatedly cited for gross insubordination, policy breaches, and unauthorised actions. The report outlines serious infractions across core areas:

·  Airbus A340 to A330 Transition: Breached employment terms and disregarded internal financial delegations and purchasing policies.

·  Airbus A319 Procurement: Implicated in gross insubordination and fraud for signing a contract without authorization.

·  Supplier & Contract Management: Cited for poor contract management and failing to act in the best interests of the airline regarding Frankfurt catering and duty-free agreements.

Entrusting an individual with this documented track record to negotiate aircraft leases, manage fleet selection, and direct public expenditure severely undermines international credibility and erodes public trust. Furthermore, the public awaits decisive action from the Anti-Corruption Commission (ACC) regarding these findings.

The Ministry cannot claim it is avoiding past mistakes while placing key decision-making authority in the hands of those who participated in them. We demand the immediate recusal of the Executive Director, rigorous background vetting for all state enterprise appointments, and full public disclosure of the new airline procurement strategy.
